HALOS is on its way to becoming a national model for connecting abused and neglected children with the help they need.

The Office of Victims of Crime (OVC), part of the Office of Justice Programs, U.S. Department of Justice, first recognized HALOS as a promising model for community collaboration in 2002. Today, they are launching The HALOS Strategy: Community Collaborations for Children, a comprehensive toolkit that shows communities across the country how to launch a HALOS program.
The toolkit draws on recommendations and information from the HALOS staff to explain key components of the program. It also includes sample forms and materials-everything a community needs to launch a HALOS-like initiative.
Through this exciting partnership with the OVC, more foster families and relatives will be able to help the children in their care.
